Area code 623 was originally created in 1998 as part of a three-way split of area code 602. The 623 area code served most of the eastern and northern suburbs of Phoenix.In 2002, area code 480 was created as a result of the explosive population growth in the Phoenix metropolitan area. This left 623 with a large number of unassigned prefixes.

To relieve 623 of this burden, in 2003 the Arizona Public Service Commission (APS) approved a request by Verizon to realign 623's boundaries. The new 623 area code would serve the western and southwestern suburbs of Phoenix, while the 602 area code would serve the eastern and northern suburbs.

This realignment went into effect on November 14, 2003. As a result, all existing 623 prefixes were moved to the new 623 area code, and new prefixes were assigned to the 480 area code.
